Ledgewood was hired by developer Tim Flannery and the city of Westbrook to simultaneously construct a 141,000-s.f. office building and 160,000-s.f., 550-space parking garage in just 13 months. Thirteen months became nine with delays due to development financing and federal subsidies related to the site’s brownfields status, and the compressed schedule was only the beginning of Ledgewood’s challenges.

The project site’s unique placement meant one side was snug up against a paper mill’s high voltage power line and the Presumpscot River on one side, and on the other side, a dead end street with a dozen families living immediately outside the footprint, with the work zone as their only access and egress. On the third side, an important city thoroughfare simply could not be blocked. To compound these constraints, the parking garage came as close as 12 feet to the office building at one corner. Absent a laydown area and with restricted access, just-in-time delivery logistics were a must for most materials, including the 60-foot pre-cast garage components.

Ledgewood successfully completed this challenge in just nine months, to the delight of the city and office building developer Flannery Properties.
